We are still searching for more people to pick up franchises! When we get 32 we will randomly assign teams and then randomly assign draft order. We could do an inverse picking for city location of the franchises if we wanted to as well.
Yea, we will do it where you can pick the market you want to be in. For example its conceivable 2 people would want to occupy the LA market and then we could go from 0 franchises in LA to 2. Its up to the owner. Thats why we are creating our own everythings, the experience of an owner who is part of the creation (recreation) of the NFL!
I think rather than doing a random picking order of just saying "I want my franchise here" we should include it in the draft where we pick franchise location one way and then start the draft the other way. I also think we need rules based on where there is room for teams. Ex. NY (3 max), Bay Area (2 max), LA (2 max), Green Bay (1 max), etc. so that nobody gets screwed over by having 4 teams in Chicago.
Bro, maybe we could even try having franchises not necessarily in the cities currently in the NFL?
